Anti-Dumping Duties on Turkish Vegetables: Debate Over Review of Measures Intensifies
Ukraine is seeing growing debate over a potential review of anti-dumping duties on imports of Turkish cucumbers and tomatoes – less than a year after they were introduced.
The issue was the subject of a dedicated discussion at a press conference held at Ukrinform, with representatives of Ukrainian greenhouse producers and international trade experts in attendance. Sayenko Kharenko was represented at the event by partner Anzhela Makhinova, who has hands-on experience in anti-dumping investigations, including in the greenhouse sector, and was directly involved in securing the protective measures.
Market participants emphasised that the anti-dumping measures introduced in 2025 have been one of the key factors in stabilising competitive conditions for Ukrainian producers. They noted that even after the duties came into force, Turkish products continue to be supplied to Ukraine at prices that remain below those in EU markets.
Particular attention during the discussion was given to the legal mechanisms for applying and reviewing trade defence instruments, as well as the balance between market openness and the protection of domestic production.

“Protecting the domestic market against dumped imports is standard practice for WTO member states, and Ukraine is no exception. Trade defence instruments must form part of a predictable and consistent trade policy. Any review of anti-dumping measures requires clear economic and legal grounds – particularly where industries sensitive to domestic production are concerned.”
Market participants also highlighted that trade defence is taking on additional significance in the context of the upcoming implementation of the free trade agreement between Ukraine and Turkey, which may intensify competitive pressure on certain sectors of the Ukrainian economy.
