Natalia Hutarevych Joined Expert Team for Energy Reform Project in Ukraine
Sayenko Kharenko is proud to announce that Natalia Hutarevych, Counsel, joined the Expert Team in the European Commission funded project “Institutional Support to the Ministry of Energy of Ukraine” implemented by the Greek consulting company PLANET S.A.
The project, combining legal and technical expertise, aimed to advance Ukraine’s alignment with European energy regulations and strengthen cooperation with the EU. Key areas of expert involvement included:
- Implementation of legislation on minimum stocks of oil and petroleum products – drafting the model ticket agreement as required by Law No. 3484-IX of 21 November 2023.
- Preparation of the Term of Reference “Development of Hydrogen Market in Ukraine” – laying the foundation for long-term collaboration between Ukraine and the EU in developing the hydrogen energy and renewable gases sector.
- Amending legislation in the electricity market – contributing to legislative amendments for Ukraine’s electricity market and renewable energy sector to ensure compliance with the EU acquis, particularly the provisions of the 4th Energy Package.
- Development of a system of gas safety regulation – providing expert recommendations to enhance Ukraine’s gas safety regulations in line with best EU practices.
The project was implemented throughout 2024 under the coordination of the European Commission Delegation to Ukraine and the Ministry of Energy of Ukraine.
This initiative marks another significant step in Ukraine’s energy sector transformation. It reinforces Sayenko Kharenko’s commitment to shaping key regulatory developments in Ukraine’s transition to a more sustainable and EU-aligned energy market.
