Sayenko Kharenko authors Ukraine chapter in Global Legal Post Merger Control Law Guide 2026
Sayenko Kharenko has contributed the Ukraine chapter to the Law Over Borders Merger Control Law Guide 2026, published by the Global Legal Post. Partners Valentyna Hvozd and Volodymyr Sayenko and senior associate Snizhanna Sheshliuk authored the chapter.
The guide covers merger control frameworks across 36 jurisdictions and is widely used by international companies assessing filing obligations in cross-border transactions. The Ukraine chapter provides a practical reference for businesses operating in or entering the Ukrainian market.
The chapter covers the full scope of merger control under Ukrainian competition law, including:
- jurisdictional thresholds and how they are calculated
- filing procedures before the Antimonopoly Committee of Ukraine (AMC)
- substantive assessment, remedies and sanctions
- foreign-to-foreign transactions and AMC enforcement
- 2024 amendments to Ukraine’s competition law
- proposed reforms as part of Ukraine’s EU accession process
Despite the ongoing war, the AMC has remained fully operational. Merger filings in Ukraine exceeded 1,000 in 2025 – up from over 550 in 2024 – reflecting the continued importance of merger control compliance for companies with Ukrainian operations or assets.
