The Cabinet of Ministers of Ukraine has approved the list of goods, exportation or importation of which is subject to licensing, and quotas for 2023

The Resolution of the Cabinet of Ministers of Ukraine of 27 December 2022 1466 “On the approval of lists of goods, exportation and importation of which is subject to licensing, and quotas for 2023” (“Resolution 1466”) has been adopted.

Resolution № 1466 approved:

1) volumes of quotas for goods, the exportation of which is subject to licensing;

In particular, zero quotas were adopted for:

  • salt fit for human consumption (UCGFEA 2501 00 91 00);
  • coal, anthracite, briquettes, pellets and analogous solid fuels obtained from coal (UCGFEA 2701 11 00 00, 2701 12 90 00, 2701 19 00 00, 2701 20 00 00);
  • liquid fuel (mazoute) (UCGFEA 2710 19 51 00, 2710 19 55 00, 2710 19 62 00, 2710 19 66 00, 2710 19 67 00);
  • natural gas of Ukrainian origin (UCGFEA 2711 11 00 00, 2711 21 00 00);
  • wood fuel in the form of decks, logs, twigs, firewood, branches or in analogous forms; wood chips or filings (UCGFEA 4401 11 00 00, 4401 12 00 00, 4401 21 00 00, 4401 22 00 00);
  • silver (including silver plated with gold or platinum), unwrought or in semi-manufactured forms, or in powder form (except bank metals) (UCGFEA 7106);
  • gold (including gold plated with platinum), unwrought or semi-manufactured, or in powder form (except bank metals) (UCGFEA 7108).

The quota imposed on coking coal of grade “K” (UCGFEA 2701 12 10 00) is 600 000 tons.

2) list of controlled substances, exportation and importation of which is subject to licensing;

This list includes, first of all, ozone-depleting substances and fluorinated greenhouse gases.

3) list of goods and equipment that can contain controlled substances, exportation and importation of which is subject to licensing;

4) list of goods, import of which from the Republic of North Macedonia is subject to licensing within the tariff quota according to the provisions of the Agreement on Free Trade between the Republic of Macedonia and Ukraine of 18 January 2001;

5) list of goods, the exportation of which is subject to licensing.

Such goods are subject to licensing:

  • cattle, alive (UCGFEA 0102)
  • cattle meat, frozen (UCGFEA 0202)
  • poultry chicken meat (UCGFEA 0207 11, 0207 12, 0207 13, 0207 14)
  • meat and edible meat by-products, salted or in brine, dried or smoked; edible flour from meat or meat by-products; cattle meat (UCGFEA 0210 20);
  • poultry chicken eggs (UCGFEA 0407 21 00 00);
  • rye (UCGFEA 1002);
  • oat (UCGFEA 1004);
  • buckwheat (UCGFEA 1008 10 00 00);
  • millet (UCGFEA 1008 29 00 00);
  • sugar (UCGFEA 1701);
  • mineral or chemical, nitrogen fertilisers (UCGFEA 3102);
  • mineral or chemical phosphate fertilisers (UCGFEA 3103);
  • mineral or chemical potassium fertilisers (UCGFEA 3104);
  • mineral or chemical fertilisers containing two or three nutrients: nitrogen, phosphorus and potassium; other nutrients; goods of this group in tablets or similar forms or packages with a gross mass of no more than 10 kilograms (UCGFEA 3105).

Resolution № 1466 also established that the licenses on export (import) of goods, which were not used in 2022 by subjects of foreign economic activity, are valid until 1 March 2023 unless otherwise provided by the relevant international agreements of Ukraine.
