The list of goods subject to licensing and quotas for 2022 has been changed

The Cabinet of Ministers of Ukraine made numerous amendments to the Resolution of the Cabinet of Ministers of Ukraine № 1424 «On approval of lists of goods, export and import of which are subject to licensing, and quotas for 2022» dated 29 December 2021.

Quota for mineral or chemical fertilizers and nitrogen fertilizers was increased from 0 tons to 210,000 tons. Such fertilizers include the following UCG FEA codes: 3102 10 10 00, 3102 10 90 00, 3102 21 00 00, 3102 29 00 00, 3102 30 10 00, 3102 30 90 00, 3102 80 00 00.

The list of goods whose export is subject to licensing has been updated. In particular, the following products are currently added to the list:

  • wheat and a mixture of wheat and rye (meslin) (1001 UCG FEA);
  • meat of the Gallus domesticus (0207 11, 0207 12, 0207 13, 0207 14 UCG FEA);
  • eggs of the Gallus domesticus (0407 21 00 00 UCG FEA);
  • live cattle (0102 UCG FEA);
  • frozen meat of bovine animals (0202 UCG FEA);
  • meat and edible meat offal, salted or in brine, dried or smoked; edible flour from meat or meat offal: beef (021020 UCG FEA).

Please note that cattle and their meat with a 0 quota have been transferred to the list of licensed goods without quota restrictions. Corn (1005 UCG FEA) and sunflower oil (1512 11 91 00 UCG FEA), included in this list in early March, were also excluded by the Resolution of the Cabinet of Ministers of Ukraine № 352 dated 24 March 2022. Thus, the Ministry of Economy of Ukraine will not issue licenses for the export of corn and sunflower oil and will not consider applications that have already been submitted.

To obtain export licenses, you must contact the Ministry of Economy of Ukraine (announcement and a list of required documents and further information can be found on the website); the submission of documents and obtaining licenses are conducted electronically.
